Before it reaches the Swiss market, radiocommunications equipment needs its essential requirements, conformity assessment, technical documentation, declaration of conformity and CH or EU conformity mark all in place.

Radiocommunications equipment offered or placed on the market in Switzerland has to fulfil essential requirements, conformity assessment, technical documentation, a declaration of conformity, user information and equipment marking.
Since 13 June 2016, fixed telecommunications equipment has not been subject to the Ordinance on Telecommunications Installations of 25 November 2015, but is covered by the Ordinance on Electromagnetic Compatibility instead.

Radiocommunications equipment has to fulfil electrical safety and health, electromagnetic compatibility, and effective use of the spectrum to avoid interference.
In certain cases, based on international practice, OFCOM may require compliance to additional essential requirements for certain equipment type.

Conformity assessment procedures describe the steps required to assess the equipment's compliance to the essential requirements, and several are described in annexes 2 to 4 of the ordinance of 25 November 2015 on telecommunications installations.
A notified body has to be involved in the conformity assessment procedure if the manufacturer has not applied or only partially applied the technical standards designated by OFCOM for the essential requirements in terms of an efficient use of the spectrum or an additional essential requirement.

The technical documentation must provide evidence of conformity of the radiocommunications equipment with the essential requirements, and must cover the design, the production and operation of the equipment.
On OFCOM's request the entity responsible for market access must be able to provide the technical documentation within a reasonable delay, usually 15 days, and it must be available at least until 10 years after the last equipment has been manufactured.

With the declaration of conformity the manufacturer or his authorised representative declares that the radiocommunications equipment complies with the essential requirements.
The declaration of conformity is to be issued by the manufacturer or his authorised representative based in Switzerland.
If the radiocommunications equipment is subject to multiple regulations requiring a declaration of conformity, a single declaration must be issued, and a dossier of several individual declarations is regarded as a single declaration.
The declaration of conformity must be written in one of the official languages of Switzerland or in English or must be translated into one of these languages.

The declaration of conformity Switzerland accompanies radiocommunications equipment which carry the Swiss conformity mark, and the declaration of conformity EU accompanies radiocommunications equipment which carry the EU conformity mark.
Since this mark is valid only for Switzerland, the conformity mark applicable to radiocommunications equipment placed on the market of the European Community may also be used as an alternative.
By affixing the conformity mark, the manufacturer declares that the equipment is in conformity with the provisions of the law relating to the placing on the market of radiocommunications equipment.
The letters CH must have a height of at least 5 mm, and if the mark is reduced or enlarged, the proportions must be respected.

All radiocommunications equipment must be supplied with all information necessary for the intended use of the radio equipment.
Transmission equipment must be supplied with the frequency bands in which it is operated and the maximum radiated transmitter power in those frequency bands.
All telecommunications equipment that is offered or placed on the market must bear a type designation, series, serial number or other appropriate information so that it can be unambiguously identified.
Equipment marking must include a conformity mark, and where applicable the identification number of the conformity assessment body.

The work is mostly paperwork that has to be right before the first unit is supplied: which requirements cover the product, whether the technical file on record is enough, who signs the declaration, and which mark goes on the product.
We check a product against these requirements as part of the same market-access review we run for other markets, so the declaration, the technical file and the mark are settled before stock arrives.
